Ragnacënty
New Genesis Ragnacënty (新創世記ラグナセンティ, Shin Sōsēki Ragunasenti) is an action-adventure game developed by Nextech that was originally planned as Shining Rogue. Sega published the game in Japan for the Mega Drive in June 1994 and in Europe under the name Soleil in January 1995. Eden Entertainment Software performed the localizations for its European release. A different English localization was completed by Atlus, who released the game as Crusader of Centy in North America in March 1995.
Development History
Development on Ragnacënty began at Gau Entertainment, a studio comprising staff from Telenet's Wolf Team. Nextech, known as EMAG (エマーグ) until March 1994, acquired Gau Entertainment during the development of Ragnacënty in April 1994. EMAG had been established in September 1992 with investment from Sega and Yomiuri Planning (株式会社読売企画), and Nextech became a fully owned subsidiary of Sega in August 1997.[1]

This was Shining Rogue's true identity!
ニング・ローグの正体は、コレだった!
The only thing announced up till now had been its title, Shining Rogue. But this is Ragnacënty, currently in development by Gau Entertainment, who have already shown off their technical prowess with Ex-Ranza. Even more surprising is that this is a completely new action RPG, a route as yet unexplored by Sega.
これまで 「シャイニング・ローグ」として タイトルのみ発表されていた作品が、この 「ラグナセンティ」 だ しかも制作は、なん と「エクスランザー」 で技術力の高さを見せ つけたガウ・エンターテインメント。さらに驚 かされるのは、これまでのセガにない路線の まったく新しいARPGだということ
Statement from Yukihiko Tani
When asked about the origins of Ragnacënty in a 2023 interview, programmer Yukihiko Tani stated the following.[3]
Now, I'm going to confide in you, but the original plan was to create an action RPG as part of the Shining series. So following on from Shining in the Darkness and Shining Force. The provisional title was Shining Rogue. Then, after some twists and turns, it was decided to restart the project under the original title of Shin Souseiki Ragnacënty. At this time, during the refocus, the team's staff was joined by Yayoi Onda, who was in charge of the scenario and game system.
